Spring 2008 Issue of NBAA Navigator Introduces New Override AFP

The spring 2008 edition of NBAA Navigator, which is mailing to NBAA Member operators this month, provides airspace updates for the upcoming severe weather season. The issue focuses on airspace flow program (AFP) changes for 2008, including the new Override AFP, and also provides updates on the West Atlantic Route System (WATRS) Plus redesign, coded departure routes (CDRs), en route automation modernization (ERAM) and the Distant ("D") NOTAM. The NBAA Business Aviation Taxes Forum will take place in New York, NY on May 30 at the New York Marriott Downtown. The forum provides intermediate-to-advanced information on aviation tax issues critical for ensuring proper planning and compliance. The event will feature a panel discussing business aviation audit issues, and one presentation will address the tax aspects of aviation leasing, such as passive activity losses and aircraft charter management arrangements. Other seminars will cover carriage of political candidates, fuel excise taxes, state and federal tax issues and various non-business uses of general aviation aircraft. Register online.
NBAA Recognizes Three New Certified Aviation Managers

NBAA announced last week that three individuals successfully passed the Certified Aviation Manager (CAM) Examination, which was administered by the Association in March 2008. The new Certified Aviation Managers are: Paul Thomas, captain and safety manager, General Mills, Minneapolis, MN; Keith Unzicker, captain, Caterpillar, Inc., Peoria, IL; and Curt Voves, airframe & powerplant mechanic, Rockwell Collins, Inc., Cedar Rapids, IA. NBAA congratulates these business aviation professionals on their achievement. The CAM Exam is being administered this month in a computer-based format. NBAA Flight Attendants Conference to Address Security and International Flights

The theme for the 13th Annual NBAA Flight Attendants Conference, taking place from June 27 to 28 in Tucson, AZ, is "Going Global, New Challenges for Today's Flight Attendants." In a featured session, NBAA's Doug Carr will discuss business aviation security issues for international travel and rulemaking within the Department of Homeland Security, Transportation Security Administration and International Civil Aviation Organization. His presentation will address access portal airports for international travel, passenger security and dealing with the e-APIS filing and other immigration rulings. Additional session topics will include the impact of regulation on business aviation flight attendants, managing fatigue to maintain safe operations and global health issues. NBAA Urges Congress to Continue Effort to Pass
FAA Reauthorization Bill

NBAA today commended Congress for its work to date to fund the Federal Aviation Administration (FAA) and modernize the
nation's aviation system, and urged the Senate to continue its work for passage of FAA "reauthorization" (funding)
legislation. For the past week, the Senate has been considering a reauthorization measure, which includes an additional
$290 million each year for continued transformation toward a satellite-based aviation system, also known as "NextGen."
However, consideration of the measure was suspended after a procedural vote unrelated to FAA reauthorization and funding.

Bolen Joins Senators In Highlighting Need for Aviation System Modernization

Last week, NBAA President and CEO Ed Bolen joined Senators Max Baucus (D-MT), Charles Grassley (R-IA) and a group of transportation industry leaders in a news conference held to emphasize the need to modernize the nation's transportation systems and outline the provisions of Senate legislation to fund investments in system upgrades. "We commend Senators Baucus and Grassley for bringing a collaborative approach to working with other members of the Senate to produce a bill that is clearly in the best interests of the United States and everyone who depends on aviation, including general aviation," Bolen told the assembly gathered in the Dirksen Senate Office Building. NBAA and Flight Safety Foundation Event Is a Record-Breaker

NBAA and Flight Safety Foundation (FSF) partnered last week for the 53rd Annual Corporate Aviation Safety Seminar (CASS) in Palm Harbor, FL. Approximately 450 people and a record number of Exhibitors were on-site for the three-day event, where business aviation operators met with industry leaders, government officials and university researchers to review business aviation safety issues. The annual event has been co-presented by NBAA and FSF since 1998. Learn more.
Flight Safety Foundation Recognizes Excellence in Business Aviation

Ambassador Ed Stimpson, chairman of Flight Safety Foundation (FSF), presented the Business Aviation Meritorious Service Award to George Saling on April 30 during a ceremony at the 53rd Annual Corporate Aviation Safety Seminar. The award is presented annually to an individual whose work has enhanced safety in business aviation. FSF President and CEO William R. Voss said of the recipient: "George Saling exemplifies the ideal recipient of this award. As director of aviation services for Philip Morris and Altria, he implemented corporate flight operational quality assurance (C-FOQA) programs and developed safety management systems that have become the best practice standard for the National Business Aviation Association." Proposals for 2009 PDP and SPDP Courses Due Next Week

NBAA is requesting proposals for Professional Development Program (PDP) and Schedulers Professional Development Program (SPDP) Courses to be offered in 2009. NBAA's PDP was developed to prepare business aviation professionals for management roles within business aviation flight departments. Only providers of current PDP or SPDP Courses are eligible to submit their courses for consideration. Responses must be received by Thursday, May 15. Several NBAA Scholarship Applications Now Available

Applications for five NBAA scholarships are now available online: the Lawrence Ginocchio Aviation Scholarship, which benefits students at NBAA/University Aviation Association (UAA) member institutions; the NORDAM Dee Howard/Etienne Fage Scholarship, for students at Embry-Riddle Aeronautical University; the USAIG PDP Scholarship, for students at NBAA/UAA institutions offering NBAA's Professional Development Program; the William M. Fanning Maintenance Scholarship, for students in airframe & powerplant (A&P) programs at approved Federal Aviation Regulation Part 147 schools; and the Alan H. Conklin Business Aviation Management Scholarship, for undergraduates pursuing careers in business aviation management at NBAA/UAA institutions. All applications are due August 1, and are available for download at www.nbaa.org/scholarships.
