NBAA2007 Opening General Session Only One Week Away
NBAA's biggest Annual Meeting & Convention (NBAA2007) yet kicks off next week on September 25 at the Georgia World Congress Center in Atlanta,

NBAA Board Chairman Emerick Issues Farewell Letter to
Membership
In a letter to NBAA Members this week, Chairman of the Board Ken Emerick reflected upon some of the important developments that have taken place at
the Association during his two-year tenure, which comes to a close on September 26. Emerick noted NBAA's successful and ongoing efforts to preserve
and strengthen the Association's focus on safety, build on Member services, and represent and mobilize the business aviation community, particularly
in response to critical user fee legislation. "Thanks in part to your efforts, support for our position continues to build in Congress," he wrote.

NBAA Troubled With Customs' Proposal for Private
Aircraft Manifest Information
As NBAA has previously reported, the federal government recently moved to advance additional security rules for general aviation. Specifically, the
U.S. Customs Service released a notice of proposed rulemaking (NPRM) requiring private aircraft to submit passenger and aircraft owner/operator
information prior to departing from or arriving in the United States. Aircraft arriving from outside the U.S. currently must provide approximately 10
pieces of passenger information; the new proposal would require 34 pieces of information, submitted via an Internet portal for every aircraft. "While
the general aviation community supports security enhancements, NBAA is troubled with the potential impact of this proposal, especially on small
businesses," said NBAA President and CEO Ed Bolen. "We intend to convey this and other concerns to the agency, and we strongly encourage NBAA Members
to do likewise." Customs has indicated that this proposal is Phase 1 of a multi-phase approach to securing U.S. borders and additional measures may

NBAA Submits Comments to IRS on Proposed Tax
Regulations
Last week, NBAA submitted comments to the Internal Revenue Service (IRS) in response to its proposed regulations on certain non-business uses of
aircraft. The proposed regulations follow IRS Notice 2005-45, which provided guidance for taxpayers on compliance with a provision of the American
Jobs Creation Act of 2004, limiting deductions a company can take for certain non-business uses of aircraft. NBAA's comments commended the IRS and
Treasury Department for certain aspects of the proposed regulations, including an option to use a flight-by-flight analysis calculation, rather than
the occupied-seat-hour or occupied-seat-mile method. NBAA also raised numerous concerns and urged the IRS to implement reasonable regulations that

Veterans Airlift to Receive Al Ueltschi Award for
Humanitarian Leadership
NBAA has announced that the Veterans Airlift Command will be presented with the NBAA Al Ueltschi Humanitarian Award in recognition of the
organization's work to provide flights for wounded soldiers, veterans and their families. "The generosity of the aircraft owners, pilots and others
affiliated with Veterans Airlift Command epitomizes the sense of community and service that NBAA recognizes with the Ueltschi Humanitarian Award,"
said NBAA President and CEO Ed Bolen. The award will be presented at NBAA's 60th Annual Meeting & Convention, being held in Atlanta, GA from

Over 500 Volunteers Enlisted to Help NBAA and KaBOOM! Build Atlanta Playground
In conjunction with NBAA's 60th Annual Meeting & Convention, the Association has partnered with national non-profit organization KaBOOM!, The
Home Depot, several area businesses and the local community around Fulton County Airport-Brown Field (FTY) to build an aviation-themed playground at
Fain Elementary School in Atlanta. Over 500 volunteers will be on-hand for KaBOOM!'s biggest park build ever on Sunday, September 23, and once
completed, the park will cover 7,400 square feet – an area large enough to park 50 cars. The park also will feature an outdoor classroom with
benches and chalkboards, an airplane-shaped sandbox and a community garden. For more information about this event and others taking place in

Chinese RVSM Implementation Likely
After a presentation to the International Civil Aviation Organization Asia Pacific Air Navigation Planning and Implementation Regional Group, China
has received full support to proceed with implementation of reduced vertical separation minimum (RVSM) on November 21. A final meeting of the RVSM
task force and the Civil Aviation Administration of China (CAAC) will be held October 18 and 19, at which point a final determination will be made. A
briefing on that determination will occur during the first week of November. Using historical data, the CAAC has established that its RVSM target
levels of safety are well within required parameters. At this point, it appears that U.S. operators who are currently RVSM-approved will not need
additional approvals, but will need to be familiar with the 300-meter environment that will be used in China. More information can be found on the

Sturgell Assumes Post as Acting FAA Administrator
Last week, Federal Aviation Association (FAA) Deputy Administrator Robert "Bobby" Sturgell assumed the position of acting administrator for the FAA
following the conclusion of the five-year term served by Administrator Marion Blakey. Sturgell, who has held the deputy administrator's position
since 2003, has experience as a military and commercial airline pilot. "Bobby has always had an open door to the business aviation community, and has
been a welcome guest at several NBAA events in the U.S. and overseas," said NBAA President and CEO Ed Bolen. "NBAA congratulates Bobby on his new
position, and we look forward to a continued good working relationship with him."

NBAA2007 Regional Session to Focus on Grassroots Communication
NBAA's 60th Annual Meeting & Convention (NBAA2007) will feature a regional networking session, which will discuss the vital role grassroots
participation plays in supporting the nation's aviation infrastructure, maintaining access to local airports and improving safety for all operations.
NBAA's Lisa Piccione, senior vice president, government affairs, will open the session with an overview of NBAA's regional program and the importance
of grassroots communication about issues such as user fees. The session also will cover NBAA's Access Committee and its efforts to enhance access and
safety at local airports. The networking session will take place on September 25 from 1:00 p.m. to 3:30 p.m. at the Georgia World Congress Center in

RNAV SID to Be Implemented at Long Beach
On September 20, the SENIC ONE RNAV SID will be implemented from Long Beach Airport-Daugherty Field (LGB). All appropriately equipped aircraft
departing Runway 30 and filed over Daggett (DAG), Thermal (TRM) or Imperial (IPL) VORs will be assigned this SID. For more information, contact

On September 20, the POGGI ONE RNAV SID will be implemented from San Diego International Airport (SAN). All appropriately equipped aircraft departing

Teterboro Users Group (TUG) to Host Meeting This Week
The Teterboro Users Group (TUG) will meet at 9:00 a.m. on September 20 at 90 Moonachie Avenue on Teterboro Executive Airport (TEB). Members will be
introduced to the TEB noise abatement officer, as well as the new airport manager, who will replace the now retired Lanny Rider. Additional agenda
items include a discussion about the facility's control tower and an update on airport construction. Members and non-members are invited to attend.

On November 8, the city of Oakland will host NBAA's next Regional Forum, which will feature approximately 30 aircraft on Static Display, 60 indoor
Exhibitors and hundreds of Attendees. FAA Air Traffic Control (ATC) management personnel will be available to answer questions on ATC policies and
procedures in the Western region. The event also will feature a number of briefings catered specifically toward business aviation in the Oakland, CA
area. The Regional Forum is one of a series hosted by NBAA across the country, designed to meet the needs of the regional business aviation community

Aviation Awards Program Recognizes Outstanding Members of
the GA Community
The General Aviation (GA) Awards Program is a cooperative effort between the FAA and aviation industry sponsors to annually recognize outstanding
individuals in the fields of avionics, flight instruction and maintenance. In addition, the program recognizes outstanding individuals serving the
FAA Safety Team as representatives. The awards highlight the important roles these individuals play in promoting aviation safety, education and
professionalism. Winners will be recognized locally, regionally and nationally. National winners will be recognized in July during the Experimental
