Inoperative Instruments & Equipment
Federal Aviation Regulations generally require that all equipment installed on the aircraft be operative at the time of flight. However, depending on the kind of operation and size and type of aircraft, the aircraft may still be airworthy with some specific kinds of equipment inoperative.

Airframe and Powerplant Inspection Authorization
Airframe and Powerplant (A&P) mechanics who hold Inspection Authorization (IA) may inspect and approve for return to service aircraft and parts after a major repair or alteration and may perform annual and progressive inspections.

- Maintenance Scholarship Deadline Approaching, Others Awarded Later This Year

Applicants for NBAA's Maintenance Technical Reward and Career Scholarship (TRACS) have until March 2 to complete paperwork to be eligible for one of the technical education and training awards, and the TRACS award is just one of several scholarships that NBAA will be handing out this year. NBAA's scholarship program, generously supported through Member donors, offers nearly $100,000 annually in cash awards as tuition reimbursement for enrolled students, and nearly the same amount in monetary and training awards for working business aviation professionals. For nearly two hours last week, five U.S. leaders in aircraft maintenance contributed insights and answered questions from NBAA Members in a webinar about outsourced maintenance. The webinar, held December 7, was another of NBAA's popular On Demand Education (ODE) seminars. seminar focused on goals and objectives for flight departments using outside MROs for major inspections, repairs or upgrades. Areas of emphasis included definition of the scope of work, considerations for selecting the provider or MRO, careful definition of project completion and other considerations related to outside maintenance. Learn more and access the webinar. - Proposed FAA Policy Change Would Affect Mechanics with Inspection Authorization

The FAA has issued a Notice of Proposed Policy which is intended to clarify the definition of "actively engaged" for purposes of issuing and renewing the Airframe and Powerplant (A&P) Mechanic Inspection Authorization (IA). This proposed policy is a significant change to the long-established practices for IA qualifications. FAA regulations require that an individual A&P seeking inspection authorization "be actively engaged, for at least the prior two-year period, in maintaining aircraft to be eligible to obtain or renew an IA." In the past, FAA ASIs have allowed IAs who do not work on the shop floor or who clearly do not work full time with aircraft to renew their IA after complying with the minimum annual eight-hour training requirement. NBAA encourages its Member companies to submit comments to FAA on this policy proposal, which are due by December 6, 2010. Learn more. - NBAA Releases Guidance on Proposed Security Rule for Aircraft Repair Stations

Earlier this week, the Transportation Security Administration (TSA) published a notice of proposed rulemaking (NPRM) which would affect aircraft repair stations certificated under FAR Part 145. The proposed regulations would establish requirements for repair stations to adopt and implement a standard security program and to comply with security directives issued by the TSA. The proposed regulations would also provide procedures for the TSA to notify repair stations of any deficiencies in their security programs, and to determine whether a particular repair station presents an immediate risk to security. The TSA has provided 60 days for public comments on the proposal, which are due by January 19, 2010. View NBAA’s analysis of the proposed rule.
